The Ukrainian leader signs an agreement with the Council of Europe to set up a special court one day has been tried senior Russian officials.
Ukrainian President Volodymyr Zelenskyy called for the pursuit of Russian President Vladimir Putinthat he accused of being a “war criminal” for launching the attack on Russia against Ukraine.
Zelenskyy published the late call Wednesday after having signed an agreement with the Council of Europe to create a special court to continue the Russian officials, including Putin, for the invasion of Ukraine.
“We must show clearly, the assault leads to punishment, and we must get there together, all of Europe,” said Zelenskyy after signing the agreement with the secretary general of the Council of Europe, Alain Berset.
“It will take a strong political and legal courage to ensure that each criminal of the Russian war faces justice, including Putin,” said Zelenskyy.
Putin already faces a arrest warrant Emitted by the International Criminal Court (ICC) in The Hague for the alleged crime of war of transport illegally from children outside Ukraine.
The ICC has jurisdiction to investigate war crimes, crimes against humanity and genocide, but it does not have the jurisdiction to investigate “aggression crimes” or the use of armed force against another state.
The special court is created to one day continue the “aggression crime” of Russia for the large -scale invasion of Ukraine in February 2022. The court could, in theory, express higher Russian personalities, including Putin.
It has not yet been decided where the court would be based, but Zelenskyy Said that The Hague, the CPI house, would be “perfect”.
This is the first time that such a court has been implemented under the aegis of the Council of Europe, the best rights organization on the continent.
Ursula von der Leyen, president of the European Commission, previously declared that the Special Court “would give Ukraine a path to justice for the high -level decision to invade its territory – a wrong that no other international tribunal or court can currently be approached.”
The European Council said that the proposed court could potentially be used to continue the North Korean and Belarusian individuals who helped Russia in the invasion.
The council of 46 members of Europe is not part of the European Union and members include the main non-European European states such as Turkiye, the United Kingdom and Ukraine. Russia was expelled from the body following its invasion of Ukraine.
In addition to its arrest warrant against Putin, the ICC also seeks to arrest four of the best commanders in Russia to target civilians.
