No official identification has been published, but friends told NBC Bay Area that his name was Octavio and that he was about 45 years old. They also said that he had taken a truck to earn a living and recently spent $ 7,000 on his motorhome.

The city says that it plans to open nearly 400 homes in the next four weeks.
