Because Israel denied access to UN monitors, it was “difficult to take a definitive determination” on models, trends and systematic use of sexual violence by its forces, he said, urging the government of Israel “to take the necessary measures to ensure the immediate cessation of all acts of sexual violence and to take and implement specific time commitments”.

The UN chief said they should include investigations into credible allegations, clear orders and codes of conduct for military and security forces that prohibit sexual violence and unhindered access to the UN monitors.

In March, human rights experts supported by the United Nations accused Israel of “the systematic use of sexual, reproductive and other sex”.

The Independent International International Commission on Occupied Palestinian Territory, including Jerusalem-Est, and Israel have declared that they have documented a series of violations perpetrated against Palestinian women, men, girls and boys, and accused Israeli forces of rape and sexual violence against Palestinian detainees.

Russia’s mission to the UN in New York did not immediately respond to a request for comments on the report.

Guterres said the Russian authorities did not engage with his special envoy on this subject.
