The Congolese government accuses the former chief Kabila of supporting the M23 rebels.
The Democratic Republic of Congo (DRC) is faced with one of the largest movement and humanitarian crises in the world.
Instability and violence have killed at least 7,000 people and have forced millions to flee their homes since the start of this year.
The M23 rebels supported by Rwandans have taken large areas to the east, including the city of Goma, the capital of the northern Kivu province.
And there are fears that the tense and fragile situation could worsen after former president Joseph Kabila returned from exile.
Kabila says he returned to the DRC to “participate in peace efforts”.
But the government of President Felix Tshisekedi accuses him of supporting M23.
